Town of
Zoning Board of Adjustment Meeting
Continued from March 1, 2007
March 8, 2007
MINUTES
Members Present: Chairman
Staff Present: Manager
Tim Barth, Planning Director
Others Present: Hank Woodburn, Ghost Town Investor
The meeting reconvened at 5:49 p.m. in the Town Hall Boardroom.
Chairman Ring provided an account from the March 1, 2007 meeting when Kim Davis, the Landscape Designer, was asked to return with a revised plan of what the owners would like to see in the parking lot design.
After administering the oath to Mr. Woodburn, the members began a round-table discussion regarding the landscape plan and parking area for Ghost Town.
The first plan allowed for 772 9-foot parking stalls with 50 trees proposed to be planted in three phases.
The second plan, being presented, has increased the parking spaces to 800, with 17 handicap spaces, 3 motorcycle spots, the stall size reduced to 8.5 feet in width, and the number of trees has been reduced to 23.
The Zoning Ordinance requires 9-foot parking stalls. The members would like to see the cost benefit analyses between the two plans.
Mr. Woodburn explained that parking attendants would be in place to suit the size of the vehicle to the size of the parking area. The perimeter parking will have 9-foot stalls. The current stripping is for 8-foot stalls (under previous management). Mr. Woodburn felt this was a vast improvement over what is in place.
Ample parking is already an issue for Ghost Town and
Chairman Ring felt that 8.5 –foot parking stalls would be adequate due to the slow turnover in a theme park’s parking lot. Those cars will remain parked for the day or at least several hours at a time. The attendant will direct vehicles to the parking areas based on size. The plan, as presented, will be a big improvement to the Fie Top end of the parking lot. There may be a need for additional trees, to crown the face of the parking lot, but the 8.5-foot stalls should not be an issue.
There will also be areas for RV parking.
As for landscaping, the mountainside is the backdrop, causing any landscaping to be lost in the vista.
The members came to a consensus about the number and location of additional trees.
See attachment 6
