MINUTES
Members Present: Chairman Jay Ring, Vice-Chair James Hannan and Larry Dubuke
Staff Present: Planning Director Kevin Byrd and Town Clerk Vickie Best
Others Present: Alderman Roger McElroy
Meeting Called to Order
Chairman Ring called the meeting to order at 5:05 p.m. on Thursday January 13, 2005 in the Town Hall Boardroom.
Approval or Correction of Minutes: December
16, 2005
After the correction of a clerical error, Mr. Dubuke made the following motion.

MOTION TO APPROVE THE MINUTES OF DECEMBER 16, 2005 WITH CORRECTIONS NOTED.
MR. HANNAN
SECONDED THE MOTION.
MOTION CARRIED.
Old Business:
Education Program
Mr. Hannan is developing an education curriculum. By the end of February or first of March, standard operating procedures will be developed to tie with the general statutes.
Chairman Ring is editing the Maggie Valley tax scroll for potential Zoning Board of Adjustment members. Each member will begin contacting eligible candidates.
Mr. Hannan spoke on the need for a positive news release that is flattering to the town, articulates the accomplishments, and stirs constructive interest in Maggie Valley’s government. Citizens need to be informed on how local government functions and the future goals for Maggie Valley. Government, at large, often intimidates the populace; thus the need for an open positive attitude.
The number one way people are appointed to boards is personal contact from elected officials.
The Manager along with Mr. Byrd will develop a press release for the Civic and Chamber Newsletters, the Enterprise Mountaineer and possibly the Asheville Citizen Times to rouse positive interest among the citizenry.
Chairman Ring concurred, adding the importance of being consistence and well educated in all matters dealing with the Zoning Board of Adjustments.
New Business: Discussion on Training Seminar
Chairman Ring felt the recent training session attended by several board members provided broad but basic coverage of the responsibilities placed on Zoning Board of Adjustment members.
The board will begin reviewing the educational tapes owned by the town. When new members are appointed, Chairman Ring felt it imperative they be required to watch the training tapes.
Mr. Byrd will get a consensus on the finding of facts for each case presented.
Alderman McElroy commended the Zoning Board of Adjustments on the job they are doing.
Mr. Byrd will check the fee schedule of surrounding towns and bring the results to the board members for a recommendation at the next meeting.
Other Business
The Board briefly discussed the zoning of the Campbell Creek area and the probability that many of these issues will eventually come before the Zoning Board of Adjustments. The board members agreed that the negative press is hurting Maggie Valley as a whole.
The meeting adjourned at 6:06 p.m. on motion by Mr. Dubuke, seconded by Mr. Hannan.
