MINUTES

 

 

Members Present:        Chairman Tammy Brown, Tammy Wight, Dan Massey, Larry                                              Wilkins, and Rick Mahoney

Staff Present:              Manager Tim Barth, Pubic Works Director Mike Mehaffey, and                                          Town Clerk Vickie Best

Others Present:            Ashley Mullis, Chamber Events Coordinator and Alderman Colin                                       Edwards

 

 

Meeting Called to Order

Chairman Brown called the meeting to order at 3:37 p.m. in the Town Hall Boardroom.

 

 

Approval or Correction of Minutes

MS. WIGHT MADE A MOTION TO APPROVE THE MINUTES AFTER CORRECTING THE CLERICAL ERROR ON PAGE TWO IN THE HEADING DISCUSSING MEANS OF RAISING MONEY FOR THE 2007 FIREWORKS SHOW. 

MR. MASSEY SECONDED THE MOTION.

MOTION CARRIED UNANIMOUSLY.

 

 

Discussing on Posting a Sign at Festival Grounds of Rules and Regulations

The Committee had previously discussed installing a sign for rules and regulations on the Festival Grounds.  There have been several occurrences where solicitors were asked to leave the grounds.

 

The Committee asked that the Town Council look at adopting a leash law.  There have been problems with people taking their dogs to the grounds and not picking up after them.  This creates problems during events as well as when the Public Works Department mows.

 

Some suggestions on what should go on the sign:

No soliciting

Shoes & shirts required

No open alcoholic containers

No over night camping

Park open from dawn to dusk except during events

Clean up after dogs (keep on leash if Council approves)

 

A “doggie box” can be placed at the entrance with baggies inside to help encourage people to clean up the waste. 

 

Mr. Massey could not understand why shirts would be required.  As for soliciting, everyone wants to advertise their event or business, “the same as the rest of us”.

 

Ms. Wight felt the promoter should have the right to allow soliciting or to prohibit it at their event.

 

Mr. Mahoney and Mr. Wilkins both agreed that a sign stating the rules would give the police more of a “legal bite”.

 

Mr. Massey asked that the Town Staff check with an attorney to see if the sign would protect the town and the promoter.

 

CHAIRMAN BROWN MADE A MOTION TO RECOMMEND TO TOWN COUNCIL THAT A RULES AND REGULATION SIGN MATCHING THE GREENWAY SIGNS BE PLACED AT THE FESTIVAL GROUNDS.

TAMMY WIGHT SECONDED THE MOTION.

RICK MAHONEY VOTED IN THE AFFIRMATIVE

LARRY WILKINS VOTED IN THE AFFIRMATIVE

DAN MASSEY OPPOSED.

MOTION CARRIED BY MAJORITY

 

 

Review of Applications for Membership

The Committee voted by open ballet. The final count was for Burton Edwards to be alternate member number 1 and Debbie Pierce to be alternate member number 2.

 

The committee members would like to talk with each candidate prior to making a recommendation to the Board of Aldermen. The clerk will schedule both candidates to  talk with the committee at the September 11, 2006 meeting.

 

 

Update From Steering Committee: Chairman Brown

As previously stated, the money has been raised to construct the stage at the Festival Grounds.  The footers are poured and the block is laid.

 

Haynes Electric will begin setting electric poles within the week.

 

The letters will be mailed this week soliciting additional funding.

 

The concert to raise additional funds will be held at the Festival Grounds on October 21, 2006 under the name of “Wade Stock”.

 

 

Other Business

As advertisement, Ms Wight stated that it would be nice to have pictures taken with Miss Maggie setting in the large rocking chair entering the valley.

 

The meeting adjourned at 4:34 p.m.
