MINUTES

 

Members Present:       Wade Reece, Shirley Pinto, Dan Massey, Tammy Wight, Candy                                         Way, Rick Mahoney, and Larry Wilkins

 

Staff Present:              Manager Tim Barth, Chief Scott Sutton, and Administrative                                                Assistant Addie Bage

Meeting Called to Order

Ms. Pinto opened the meeting at 3:30 p.m. in the Town Hall Boardroom.

 

Approval or Correction of Minutes: February 20, 2006

Ms. Wight asked that page 2 reflect the following corrections:

 

@The Maggie Valley Chamber of Commerce requests use of the Festival Grounds to show outdoor movies one or two nights per week during the summer months if the Festival Grounds are not in use.

 

@MR. REECE MADE A MOTION TO SEND MR. ANTHONY A CERTIFIED LETTER INFORMING HIM THAT HE MUST HAVE THE SECURITY DEPOSIT AND THE RENTAL FEE ($2,000) TO THE TOWN WITHIN TEN (10) DAYS OF RECEIVING IT OR THE TOWN WILL SEEK OTHER APPLICANTS.

 

MS. WIGHT MADE A MOTION TO APPROVE THE MINUTES OF FEBRUARY 20, 2006 WITH CORRECTIONS NOTED.

MR. MASSEY SECONDED THE MOTION.

MOTION CARRIED UNANIMOUSLY.

 

Discussion on Obtaining Documentation for Advertising Cost

To date, no promoter has submitted proof of advertising.

 

The members discussed requiring proof of advertising cost 30 days prior to the event rather than 90 days as currently written.  Advertising in a magazine requires one or two month’s lead-time, where newspapers require just a few days. The type of advertising reflects the amount of time needed.

 

Tear sheets, invoices, and receipts will be accepted as proof of cost.  

 

The Committee Members directed Manager Barth to add new language to the contract requiring the proof of advertising at least 30-days prior to the event.

 

Chief Sutton reported that Mr. Lummus would have his advertising submitted three weeks prior to the rally.

 

MR. REECE MADE A MOTION DIRECTING MANAGER BARTH TO AMEND THE RENTAL CONTRACT TO REQUIRE PROOF OF ADVERTISING BEFORE PICKING UP THE KEYS TO THE FESTIVAL GROUNDS PRIOR TO THE EVENT THROUGH TEAR SHEETS AND CANCELLED CHECKS OR PAY THE DIFFERENCE TO MAKE $4,000.

MR. MASSEY SECONDED THE MOTION.

MOTION CARRIED UNANIMOUSLY.

 

Tickets will not be considered advertising. The advertising must promote Maggie Valley and not be used just to “cash in” on visitors already in Town.  

 

MR. REECE MADE A MOTION THAT COMPLIMENTARY OR FREE TICKETS WILL NOT COUNT TOWARD REDUCING THE REQUIRED $4,000 ADVERTISING COST.

MS. WIGHT SECONDED THE MOTION.

MOTION CARRIED UNANIMOUSLY.

 

Discussion on Obtaining a Stage for the Festival Grounds

The issue was tabled until the next meeting.

 

Other Business

The asphalt at the Festival Grounds has been stripped for parking.

 

The cross walks will be placed closer together in order for one officer to work both sides. When stripping is completed, the parking cones will be removed.

 

Once again, Ms. Michels discussed the 2006 Fireworks Show.  Eagle Nest Entertainment is asking $1,500 to use their property.  There is not enough money to pay for a location and purchase fireworks.  Mr. Lackey, owner of Eagle Nest Entertainment, made no money from the 2005 fireworks show being located on his property.

 

As earlier stated, the fireworks could only be shot up 400 feet if the pyrotechnics people agree the Festival Ground can be used.

 

The Committee discussed having a carnival on the Festival Grounds during the 4th of July but no cars or people can be within 600 feet from where the fireworks are being shot off.  

 

The business owners’ benefit from the extra people being in Town, so the business owners should make an effort to donate money for the show.

 

The only other fireworks display in Haywood County is at Lake Junaluska.  The Town of Canton does a big Labor Day extravaganza.   

 

Mr. Reece suggested not considering fireworks but instead do a laser show with a carnival.

 

Mr. Reece stated that he would donate $1,500 either to pay for the Eagle Nest Entertainment area rental or to be used toward the cost of the fireworks.

 

Ms. Wight suggested Ms. Michels get a sponsor to help pay for the show.

 

Local merchants would like to attend the next meeting opposing craft shows during peak times.  The craft shows take business from local stores.  The merchants would also like the shows to be juried and crafters regulated to remain within the Festival Grounds rather than tents being set up all along Soco Road.

 

Since the Antique Car Show has moved to the Asheville Agricultural Center, other shows need to be promoted such as an old fashion carnival or an antique auction.

 

Mr. Mahoney felt the most benefit would come from family oriented entertainment.
