Meeting Called to Order
Ms. Pinto called the meeting to order at 3:05 p.m. in the Town Hall Boardroom.
Approval/Correction of Minutes: January

Approval of Vetts in the Valley for May 26 through May
30, 2006
The $1,000 fee from the 2005 Vetts in the Valley has been paid. The rental fee and the application fees have been paid for the 2006 event.
Mr. Reece abstained from voting due to being the promoter.

Review of Application for Appointment : Rick Mahoney
Ms. Wight moved from alternate member to full voting member to replace Ms. Price (after being elected to the Board of Aldermen). Mr. Mahoney owns and operates J Arthur’s Restaurant. Since moving to Maggie Valley, Mr. Mahoney has shown to be civic-minded with a desire for Maggie Valley to be a successful resort town.

Response to Maggie Valley Chamber to Show Movies at
the Festival Grounds

The Maggie Valley Chamber of Commerce requests use of the Festival Grounds to show outdoor movies one or two nights per week during the summer months. The Chamber has secured the equipment (i.e. screen and speakers) needed. The visitors will be encouraged to bring blankets and lawn chairs. A small gate fee will be charged with the majority of the profits coming from the concession stand.
The Committee discussed noise. During the week, the noise ordinance is different from weekends. If the Town sanctions the event, the noise ordinance may be exceeded.
Mr. Massey had concerns about giving the grounds free of charge without having criteria for doing so.
The movies would provide residents and visitors entertainment at very little cost.

Maggie Valley Chamber Request to Change date of 3rd
Annual Western North Carolina BBQ Festival
Ms. Collins is requesting to change the dates from September 22 and 23 to September 29 and 30. The dates are available.

Auto Shows. CC Motor Sport Events: Application for an
Event April 28-30, 2006
Mr. Cobble is requesting to schedule an event the same weekend Mr. Chris Anthony has scheduled a motorcycle rally. The Town has attempted to contact Mr. Anthony several times regarding his application.
This morning Chief Sutton met with Mr. Way, a representative of Mr. Anthony, to discuss traffic control and the number of officers needed.

MOTION TO SEND MR. ANTHONY A CERTIFIED LETTER INFORMING HIM THAT HE MUST HAVE
THE SECURITY DEPOSIT AND THE RENTAL FEE ($2,000) TO THE TOWN WITHIN TEN (10)
DAYS OR THE TOWN WILL SEEK OTHER APPLICANTS.

SECONDED THE MOTION.
The members discussed any legal repercussions from giving the weekend to another applicant. Manager Barth informed the members that no one has a lock on any weekend until all fees/charges are paid.

Ms. Wight questioned if the process should not be easier for Mr. Anthony since he has promoted eight rallies over the past four years. Ms. Wight also questioned the new applicant naming his rally “Thunder in the Valley”. Ms. Wight felt the naming and the time makes the situation seem dubious.

Other Business
Mr. Reece informed the members that he had some people willing to build a stage at the Festival Grounds. The stage needs to be designed in such a fashion as to suit most promoters’ needs.
Mr. Mehaffey, the Public Works Director, had looked at a metal building that belonged to the Maggie Valley Resort that could have met the Town’s need for a covered stage. After further investigation, the building was found to be nailed together rather than using the customary screws; thus making reconstruction impossible. According to FEMA guidelines, the stage must be raised at least fifty-one inches off the ground.
A covered stage would be required for inclement weather as well as helping to keep sound lower to the ground.
The Committee will discuss the stage at the next regularly scheduled meeting.
