NOVEMBER 13, 2006

MINUTES

 

Members Present:        Chairman Tammy Brown, Larry Wilkins, Dan Massey, Carol                                               Burrell, Burton Edwards, Tammy Wight, and Rick Mahoney

 

Staff Present:              Manager Tim Barth, Nathan Clark, Scott Sutton, and Vickie Best

Meeting Called to Order

Chairman Brown called the meeting to order at 3:43 p.m. in the Town Hall Boardroom.

 

Approval or Correction of Minutes

MR. EDWARDS MADE A MOTION TO APPROVE THE MINUTES AFTER CORRECTING RICH MAHONEY TO RICK MAHONEY.

MR. MASSEY SECONDED THE MOTION.

MOTION CARRIED UNANIMOUSLY.

 

Report from Lynn Collins Regarding Upcoming Events Including the 2007 Truck Show Promoted by Charlie Cobble

The Chamber/Visitors Bureau will not be hosting the Trout Festival.  The Chamber is waiting to see if Ghost Town is going to do a fireworks show, if so, the Chamber will not do fireworks for July 4th.

 

The Summer Arts and Craft Show will be held July 7 and 8.  The Chamber would like to have the Fall Arts and Craft Show the third weekend of October. Visitors like to come to  Maggie Valley for the Arts and Craft Show then visit the Apple Festival in one trip.

 

A few merchants oppose the Chamber having any type of craft show.  The merchants opposing the show feel it takes business from their store.  The PRFAC has met with the discontented merchants to resolve the issue; but it appears the meeting was unsuccessful.

 

A management company conducted the 2006 Moonlight Race.  There were 900 runners registered. The Chamber cannot afford to host the Moonlight Race, therefore, the Chamber will attempt to get the management company to take the race over indefinitely.

 

The BBQ Festival will be held September 28 and 29. 

 

Beginning December 1 there will be holiday events scheduled throughout Town.

 

Charlie Cobble will not be doing the mini-truck show but will be sponsoring the MGN Show, the first weekend in May.  Wade Stock will be held Labor Day weekend. Ms. Collins reported that the Mustang Show wants to book their event again this year.

 

Suggestion for Creating a Policy for Promoters Wanting to Use the Stage

Mr. Edwards thought the reason for the increase in price was to cover the stage.  Mr. Massey thought the policy was to read the meters, before and after each event, and then charge a fee based on the electricity used.

 

The Committee members will investigate other facilities to see how they charge for electricity. Mr. Edwards felt the Committee should look at the charges closely and not get the fees too expensive.  Mr. Edwards felt the electric power available at the stage, would not carry a light show and large amplifiers.

 

The Committee tabled the issue until the data from Wade Stock is collected.

 

Report on the Ice Cream Freezer Owned by the Civic Association and a Report of Inventory at the Festival Ground’s Concession Stand

An inventory sheet was distributed to each member.  The two-door unit listed is actually a refrigerator.  The upright freezer belongs to the Civic Association.  The ice bins belong to Carolina Nights.  Mr. Ray Hobby is working to get the Town a commercial ice freezer.

 

The Committee tabled the issue because of not being in a position to add any amenities to the Concession Stand at this time.

 

Report on Closing One Lane for a Car Show

Chief Sutton explained that it would be very expensive to close one lane of US-19.  It would cause traffic to bottleneck and would close off access to all businesses located within the area. Visitor parking would also be a concern. 

 

In order for Maggie Valley to host an event that large, a transportation plan would need to be created and a multi-business venture would need to be in place.

 

Ms. Collins, Manager Barth, and Chief Sutton will attempt to talk with the Mountaineer Antique Car Club.

 

Discuss the 2007 July 4th Fireworks

The issue was tabled until Ms. Collins determines if Ghost Town Theme Park is going to have a fireworks display.

 

Review of Thunder in the Smokies 2007 Fall Rally Application

MR. MASSEY MADE A MOTION TO APPROVE THE APPLICATION FOR THE FALL RALLY.

MS. WIGHT SECONDED THE MOTION.

MOTION CARRIED UNANIMOUSLY.

 

The Committee asked that the Clerk contact Mr. Anthony and explain that there will be additional cost associated with the use of electric power and the stage when the Town Staff and PRFAC determines an equitable charge.

 

Ms. Wight stated that she had been informed that an application for a Spring Rally had been submitted.  The Clerk has only received an application for the Fall Rally.   Ms. Wight will inform Mr. Anthony.

 

Elect a Vice-Chairman

MR. WILKINS MADE A MOTION TO ELECT TAMMY WIGHT AS THE VICE-CHAIRMAN.

MR. MASSEY SECONDED THE MOTION.

MOTION CARRIED UNANIMOUSLY.

 

Other Business

Mr. Massey stated that he would like to see number 3 of the by-laws amended to require the Board of Aldermen to remove members if they miss more than three meetings. Mr. Massey felt it would be difficult for the Committee to remove a member.

 

Manager Barth explained that if someone misses three consecutive meetings, one of the alternate members would move to that position.

 

Manager Barth will have someone look at the silo at the festival grounds to determine the integrity of the structure after a large piece fell from the top. 

 

The promoters will be responsible for seeing that all vendors have purchased a business license.  The cost of a permit will be $25 and the license will be good for the fiscal year.

 

Eaglenest Entertainment will have a two day Bluegrass Festival on Labor Day Weekend 2007.

 

Ms. Wight questioned the status of the Villa L’ Bri Waterfalls.

 

On November 27, the Consultant for the Haywood County Recreation Plan will be presenting the master plan at 6:30 p.m. at the Haywood Community College.  There is hope that Haywood County will partner with Maggie Valley to enhance the waterfalls, improve parking, and create a park area.  There is also anticipation that the County will assist with improvements at the festival grounds such as installing some playground equipment and maybe a walking trail.

 

The Town cuts the grass at Jonathan Valley Elementary in order for citizens and visitors to use those walking trails and playground areas.

 

Chief Sutton informed the Committee that two undercover officers working for the State, under the Division of Counterfeit Merchandise, came through Maggie Valley and investigated retail businesses.  The officers confiscated bootleg t-shirts at one establishment.
