Meeting Called to Order
Chairman Tilley called the meeting to order at 4:25 p.m. on Monday June 13, 2005 in the Town Hall Boardroom.
King Horn Ridge at Campbell Mountain Estates: Plan
Review
Mr. Brede is the builder/ developer for the subdivision being reviewed.
MR. CASE MADE A
MOTION TO EXCUSE MR. BREDE FROM DISCUSSION AND ACTION ON KING HORN RIDGE AT
CAMPBELL MOUNTAIN ESTATES.

MOTION CARRIED.
Mr. Brede presented a preliminary plan for the subdivision.
King Horn Ridge will be a log home community. The knoll has been excavated down 35 feet. The roads will be 18 foot paved roads with a 60 foot paved cul-de-sac. Mr. Brede has worked closely with the Haywood County Health Department to be assured that the septic tanks will be set correctly with the downgrade of the proposed parcels.
Five acres of the subdivision has been dedicated as preserves/green space. There will be a common area maintenance agreement for the homeowners. All lots have views. The elevation could be as high as 3500 feet. The drainage from the area will go down the road to an existing culvert and then to Hall’s pond. The project will be developed in such a manner as to protect nature. The setbacks will be 25-10-20. The road will be paved. The lots range from .662 to 1.431 acres. The lot sizes exceed Residential 1 regulations. The development will have Sanitary District water.
The board asked that Mr. Brede have the following items noted on the plan:

@ Proposed road surface/material
@ Get Septic Certification from Health Department
Mr. Brede went on to provide the following information.
4There will be a thirty-foot road /utility right-of-way.
4The subdivision will not be part of the Town because sewer is not being requested. The Maggie Valley Planning Board must review the plan due to the area being within the ETJ.
4All drainage lines have been surveyed.
4The roads are in and the gravel is in place.
4The subdivision will have underground utilities.
4The septic fields have been approved by the Health Department.
4There will be one common septic field for lots 4 and 5.
4All storm water run-off from lots 1, 2, and 3 will run down the side of the road into a culvert. All water will be piped.
4 The erosion control plan was submitted and approved over one year ago. The road is graded so there is very little grading left undone.
Mr. Byrd recommended approval.

ESTATES.

Smoky Mountain Retreat: Plat Review
Mr. David Pope representing Smoky Mountain Retreat came before the board requesting approval for lots E13, 14, 15, and 17.
The Planning Board asked that the slope of the road be noted on the plan.
Mr. Case was concerned about the steepness and the switchbacks. Mr. Case asked that it be noted on the plat that the roads will be paved within one-year and the linear feet of each road be shown on the plan.
There was concerns about the radius of the curves and no turn around on the last road.
The location of the storm drain channel should be shown as well.
Mr. Byrd suggested the Board wait until the changes are made before granting approval.

RIGHTS-OF-WAY, ROAD RADIUS, PRIVATE DRIVEWAY, A TURN-AROUND, ROAD WIDTHS AND
CONSTRUCTION MATERIAL OF THE ROAD BE SHOWN ON THE PLAT. THE PLAN WILL BE
REVIEWED JULY 6, 2005.
