MINUTES
Members Present: Chairman Pat Tilley, Billy Brede, Billy Case, and Jerry Zerbock
Staff Present: Planning Director Kevin Byrd and Town Clerk Vickie Best
Meeting Called to Order
Chairman Tilley called the meeting to order at 12:45 p.m. on March 15, 2005 in the Town Hall Boardroom.
Subdivision Ordinance Revisions
Mr. Brede discussed Progress Energy requiring Phase 1 to be completed before Phase 2 will have electric.
The Board continued to review the Ordinance section by section making the following suggestions.
· Signage is included in the preliminary plat.
· Buffering of creeks and springs will be shown on the preliminary plat.
· Filing plat within 60 days of final approval will be enforced.
· A landscaped sign and easement will be shown.
· Flood zones will be addressed in final review.
· Preliminary plat requirements will be shown on final plat.
· Wastewater and green space should be shown with generic wording added referring to the green space ordinance (if adopted).
· The developer must get a statement from the 911 addressing office and septic system approval ( if applicable) before presenting the preliminary plat to the planner.
· Change the Ordinance to read Planning Director rather than Code Enforcement throughout the Ordinance.
· Require survey pins on the corners of the property.
· Site survey work should be complete prior to final approval for the entire subdivision phase.
· A notary should be on all forms and subdivision plats with the date.
The Board discussed the amount of time required to review preliminary plats.
The Board took a brief recess from 1:25 p.m. until 1:30 p.m.
Phase completion means: Infrastructure and utilities are in place and the final plat is filed at Register of Deeds Office with recorded parcel numbers.
Mr. Byrd will research private and public roads.
As the discussion pursued, Mr. Byrd questioned the Board about the need for 18 feet wide roads on mountainsides. Requiring eighteen- feet sometimes causes a lot of land disturbance. The Maggie Valley Resort desires twelve-foot roads with widened turns and pull-off areas for cars to pass.
The question is, “Does the Town of Maggie Valley want to look at allowing roads that do not meet Powell Bill Standards?” especially in light of recent slides and complaints from the citizens about road maintenance.
The strategic plan is not binding but rather a recommendation.

THE APRIL REGULARLY SCHEDULED MEETING.
