Mayor Pinter called the Town Board meeting to order at 5:45 P.M. in the Town Hall Boardroom.
Billy Brede called the Planning Board meeting to order at 5:45 P.M. in the Town Hall Boardroom.
The Mayor recognized the Town Manager for some opening comments regarding the role of the Planning Board in relation to the Town Board. After those comments there was general discussion about new Planning Board bylaws that have been developed and that will be presented to the Town Board soon, about making sure the Town Board gets all the information, because some issues in the recent past were confusing and the Town Board needed to have clear, concise information in order to make informed decisions. There were comments that the Planning Board has made strides toward doing a better job of reviewing plans and making sure that developers met the criteria they were supposed to, and comments that in order to do the best job of planning the entire valley needs to be included, not just those in the corporate limits of the Town, and someone made the comment that the Planning Board should consider new areas to add to the Town’s existing ETJ area. There were also comments that the Planning Board wants to make sure that the work it is doing is work that the Town Board feels is important.
From the discussion two steps emerged as the consensus. First, the Planning Board will periodically ask the Town Board about specific policies the Planning Board wants to work on, just to make sure the Town Board believes that the policies are worth studying. The Planning Board does not want to waste time on something that the Town Board believes is irrelevant. Second, the Town Manager and Planning Director will make every effort to make certain that the Town Board has clear information in their agenda packets regarding issues that have gone before the Planning Board. The Town Board needs to have the same information the Planning Board had in order to understand how the Planning Board came to their recommendation.
After a brief discussion it was agreed that no changes needed to be made to the subdivision review process.
The replacement process for a new Planning Board member was discussed. It was agreed that the Planning Board would interview candidates that have submitted applications and that they will make a recommendation to the Town Board. The Town Board still must make the final appointment. This process would be the case for all of the Town’s standing committees.
There was general discussion about the Brannon Forest Phase II zoning and about the Timberline Drive zoning. In regard to the Timberline Drive zoning Sarah Crider showed the Board her proposed layout for a four-town home development on Timberline Drive. The Town Board agreed to take up both of those zonings at their January 17, 2006 Town Board meeting.
On a motion by Mark DeMeola the Town Board meeting adjourned at 7:52 P.M.
