SPECIAL CALLED PLANNING BOARD MEETING

OCTOBER 10, 2005

MINUTES

 

Members Present:       Chairman Patricia Tilley, Billy Case, Billy Brede, Richard Pierce                                         and Jerry Zerbock

 

Staff Present:              Manager Tim Barth, Planning Director Nathan Clark, and Town                                          Clerk Vickie Best

 

Other Present:             David Hankerson & John Schrieber with Trinity Cove

 

 

Meeting Called to Order

Chairman Tilley called the meeting to order at 4:40 p.m. in the Maggie Valley Town Hall Boardroom.

 

Final Plat Approval: Trinity Cove Subdivision

At the previous Planning Board Meeting, the members asked that lots 1 through 11 and lot number 22 be enlarged to meet the 14,000 square foot requirement. Lots 12 through 21 meet the 11,000 square feet for a single family home.  The roads will be dedicated to the Town after a percentage of the subdivision has been completed.

 

MR. BREDE MADE A MOTION TO ACCEPT THE FINAL PLAT AS PRESENTED FOR THE TRINITY COVE SUBDIVISION SHOWING OCTOBER 2, 2005 REVISIONS BY HERRON SURVEYORS.

MR. PIERCE SECONDED THE MOTION.

MOTION CARRIED.

 

The members asked that the fees be collected for plat review.

 

Brannon Forest: Phase II

Based on a conversation with Mr. Greg Stephenson, Brannon Forest Developer, the roads within Phase II will meet the 18 foot requirement.  The Town will eventually take over most of the roads within the subdivision. 

 

Mr. Clark physically measured the existing roads within Phase 1.  Most roads are 17 plus feet.  On Turn-About-Court, the roads are 12 to 13 feet maximum. Private roads must be at least 14 feet in width.

 

The Town will take over maintenance of the roads by name, therefore Brannon Forest will have to take action, be it widening the roads for the Town to maintain, or maintaining the substandard roads through Brannon Forest HOA.  

 

Brannon Forest LLC has the road right-of-way; it would be a matter of paving to 18 feet.

 

Chairman Tilley asked that the Planning Director begin putting documentation together to clarify public roads and private roads.

 

Other Business

Chairman Tilley informed the Board that the Haywood County Planning Board would be meeting with the County Commissioners to discuss hillside slope regulations.  Chairman Tilley asked if the Maggie Valley Planning Board would be interested in looking at hillside slope development.

 

Mr. Case reminded the Board that hillside slope regulations were one of the goals set at the beginning of the year.

 

Chairman Tilley and Director Clark will meet to review and discuss the flood plain ordinance. A workshop will be scheduled after the meeting.

 

Mr. Clark will develop a definition for “top of creek bank”.
