The Administration Department is the hub of the Town
Hall and the front line
for citizen information inquiries and complaints. The
Department consists of the Town Manager, the Town Clerk
(Clerk’s office), the Finance Officer, the tax
office and an Administrative Assistant. This staff greets,
directs and assists the people that come into Town Hall.
Administration handles all of the accounts payable,
accounts receivable, tax collection, tax billing, issuance
of business privilege licenses and renewal and notification
of same, tracking and receiving of State Revenues, sewer
tap investigation, collection and tracking along with
printing the associated maps for the parcels involved,
building permitting collection, logging and printing
of the associated parcel map if required, collection
of the zoning permit fees and periodic zoning permit
issuance, including the parcel map printing and investigation
related to the permit issuance. All mail, both outgoing
and incoming is handled, where the incoming consists
of distributing to all the departments including the
Police Department and the Public Library. One of the
most time consuming functions of the Department is the
investigation, certification and documenting of the
annexed properties within the surrounding area. All
petitions for annexation must go through numerous processes
and Board meetings before the petition is granted by
the Board. Numerous agencies must be notified of each
annexation, as required by law. The annexation process
adds needed tax base to the Town’s income.
The Administration Department assists all departments
and often fills in by issuing various certificates and
forms and explaining the requirements of the Town.
The Administrative Department maintains all records
for the Town, whereby requiring each staff member to
have full knowledge and understanding of all aspects
of operation. Cross training is imperative for a smooth
functioning department.
Administration serves the Mayor, Board of Aldermen,
Planning Board, Zoning Board of Adjustments and the
Parks, Recreation, Festival Advisory Committee by preparing
agenda packets, issuing the minutes of all meetings,
correspondence, meeting scheduling and notification
of all media as required by law. Also, the various community
facilities rental, including the pavilion and cafeteria,
are scheduled, recorded and have the fees collected.
